I have heard about conditions where a man’s voice does not deepen very much even though he has gone through therapy. I read that sometimes the causes are psychological. I am a 21 year old male whose voice shifts between medium to high. I have read that speech therapy can help one to deepen his voice to a desired level. Are there any techniques I can use to train my voice to deepen, and are there any books on tape that you recommend that could help?

Not my specialty, but I did a little bit of research and found out that this type of problem can be dealt with relatively easily. Usually all it takes is a few sessions of therapy with a skilled professional. I am assuming that you have no hormonal disorders and have gone through puberty and the related changes otherwise normally, i.e. developed the other primary (penis, testicle growth) and secondary (pubic hair, muscles, shoulders) sexual characteristics. Male voice is one of the secondary sexual characteristics. More often than not, the cause for persisting high-pitched voice (puberphonia, mutational falsetto) is psychological.

I don’t know where you are from, but in case you are living in the U.S.A., there is a searchable directory of speech and voice professionals in America right here.
